Norcross infrastructure is supported by the Public Works and Utilities Department, which is responsible for the maintenance of utilities such as power, water and sewer, as well as roads, storm water, sanitation and parks. Norcross is a member of Municipal Electric Authority of Georgia, a public power authority comprising 49 Georgia municipalities that produce and distribute their own power. Norcross provides service to over 4000 customers and maintains 84 miles of electric lines. Even though most of the city's territory is inside the borders of Norcross, the city is allowed to bid on projects with a load of 900 kW or more.

Norcross has 55 miles of water mains and 49 miles of sewer lines operated by the city, which enables it to react more quickly to customers' problems and take care of them in a swift fashion. This also circumvents the need to contact multiple staff if a customer encounters a problem. The street division manages approximately 61 miles of city streets, repairing and maintaining sidewalks, medians, shoulders and ditches within the streets' right-of-way. The city has enforced a hands on road repair program, paid for by the general fund of the city, by special-purpose local-option sales tax, or through grants submitted by the city staff.

A stormwater fee is collected to monitor and improve the discharge of water from property to meet EPD standards. The fees are employed to enhance and maintain drainage, reduce flooding, property damage and to comply with new state and federal regulations. Since 1988, Norcross has a privately operated solid waste collection system as opposed to a city operated system. Residential collection takes place once a week at the curb. Back door or side yard pickup is offered to residential customers with a disability. Commercial dumpster customers may be serviced from one to six times per week depending on the volume of waste generated.
